The U.S./Allied force is primarily trying to capture Japanese cities, thus denying that side the population and industrial base necessary to carry on the war. The Japanese are trying to inflict maximum casualties on the Allied force to demoralize them.
Four different scenarios are provided, each with their own set of victory conditions. A Victory Point Index is provided for each player to keep track of their points (range 1-100)… various rules take effect when the index is at various levels for each player. There are extensive rules for gaining and losing points (over one page of rules).
